We only ship firearms to valid FFL dealers. Firearms cannot be shipped to a P.O. Box.
You agree that by accessing the Site, you have read, understood, and agree to be bound by all of the Service’s Terms and Conditions, which constitute a legal binding agreement (“the Agreement”) between YOU and Blackburn Tactical when you use the Service. If you do not agree with all of these Terms and Conditions, then you are expressly prohibited from using the Site and you must discontinue use immediately.
The customer is responsible for knowing his/her state laws regarding firearm transfers. Contact your local FFL dealer with any questions regarding the sale or transfer of firearms. Contact your local FFL before ordering a firearm to verify their transfer fee and to ensure they will receive your transfer. The customer assumes all responsibility and cost for returned firearms due to FFL refusal or failure to receive.
If you order a handgun, Rifle, stockless shotgun, complete AR or AK receiver, or stripped lower receiver, YOU MUST be:
- A legal resident of the state in which you are ordering.
- 21 years of age or older to complete the transfer through your FFL.
Exceptions: Military personnel stationed in a state other than their legal residence may purchase firearms across state lines. Contact your local FFL receiving the transfer as you may have to provide proof of deployment, residence, etc.
SHIPPING RESTRICTIONS
- Please note that we DO NOT ship standard-capacity magazines to the states with arbitrary restrictions.
- We will not ship ANY items to the District of Columbia (Washington D.C.).
- We will not ship ANY items to the state of Massachusetts.
- We will not ship ANY AR or AK Parts or Firearms (Including Receivers) to residents of Connecticut, Chicago, Illinois, Cook County, Illinois, or Deerfield, Illinois.
- We will not ship any AR or AK parts to Denver, Colorado.
- Illinois: All handguns having a barrel, slide, frame or receiver which is a die casting of zinc alloy or other non-homogeneous metal that melts or deforms at a temperature of less than 800 degrees Fahrenheit are prohibited.
- Minnesota: All handguns having a barrel, slide, frame or receiver which is a die casting of zinc alloy or other non-homogeneous metal that melts or deforms at a temperature of less than 1,000 degrees Fahrenheit of any material having an ultimate tensile strength of less than 55,000 pounds per square inch, and of any powdered metal having a density of less than 7.5 grams per cubic centimeter are prohibited.
- We will not ship ANY AR or AK Firearms (Including Receivers) to residents of Aurora, Highland Park, Deerfield, or Cook County, Illinois.
- We will not ship any handguns to CA that are not on the DOJ roster. This includes Single Shot Exemption conversions.
- No AR parts will be shipped to Connecticut. All such orders will be cancelled, and the customer will be charged a 5% fee.
- Stripped lower receivers will NOT be shipped to the following states:
- Colorado (Boulder, Denver, Vail)
- Connecticut
- Massachusetts
Complete AR and AK receivers will NOT be shipped to the following states:
- California
- Colorado (Boulder, Denver, Vail)
- Connecticut
- Maryland
- New Jersey
- New York
Non-Compliant AR & AK models will NOT be shipped to the following states:
- California (No “assault weapons” can be shipped.)
- Colorado (Boulder, Denver, Vail)

SHIPPING RESTRICTION EXCEPTIONS
- Law enforcement officers (LEOs) must provide both their credentials and a letterhead signed by their department's superior officer stating that the firearm will be used in the execution of the LEO's duties. We only recognize City/County Police Officers, Sheriff Deputies, State Police (including Highway Patrol), and Federal Police Officers as LEOs.
- Some of the states listed above may not have LEO exemptions. Please contact us BEFORE placing your order.
- We do NOT ship directly to LEOs; the order must go to an FFL. We do NOT make exceptions for this policy.
- In Virginia, if an LEO purchases a firearm for personal use, the LEO must submit to a background check (Virginia SP-65) & complete an ATF form 4473.
P.O. Box Shipments/Restrictions
Firearms cannot be shipped to a P.O. Box.
Blackburn Tactical abides by all Federal Regulations regarding hazardous material shipped through United States Postal Service. A hazardous material is any article or substance designated by the U.S. Department of Transportation as being capable of posing an unreasonable risk to health, safety, or property during transportation. This includes, but is not limited to:
- Minor Blast/Minor Projection Hazard — Ammunition
- Oxidizing Substances — Batteries
- Flammable Solids — Black Powder
- Flammable and combustible liquid — Cleaners, oil, and aerosol cans
If you wish to order any hazardous material, you must provide a physical address for shipment through UPS.
Magazine Ordering Restrictions
Blackburn Tactical abides by all state regulations regarding the sale of high-capacity magazines. We DO NOT ship high-capacity magazines with firearms to the states listed below. We WILL NOT replace high-capacity magazines with state compliant magazines. We DO NOT offer refunds in place of the magazines.
It is the customer’s responsibility for understanding state laws regarding magazine capacities. Customers ordering magazines that are illegal to own in their state will have their orders cancelled and will be charged a 5% restocking fee.

WARRANTY
THE PRODUCTS ARE PROVIDED ON AN “AS IS” BASIS WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS, OR IMPLIED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY, AND FITNESS FOR A PARTICULAR PURPOSE.
DISCLAIMER OF CONSEQUENTIAL DAMAGES
Notwithstanding anything to the contrary herein, Blackburn Tactical and the Service disclaims and shall not be liable for any special, incidental, indirect, or consequential damages (or equivalents thereof no matter how claimed, computed or characterized), arising out of or in connection with the Service, its subject or its performance or breach of performance by Blackburn Tactical and the Service, regardless of whether any such liability shall be based upon breach of contract, tort (including negligence, gross negligence and strict liability), violation of law or otherwise and whether the claim is brought at law or in equity.
ASSUMPTION OF RISK
Blackburn Tactical and the Service are not responsible for any loss or damages, including damage to the Products, property, third parties, or third-party property, arising from the Products’ operation, transportation of the Product, or any other use by the Buyer occurring after delivery of the Products. Buyer assumes all risks associated with the operation, transportation of Products, and other uses of the Products
GOVERNING LAW
The Agreement, its administration and performance, and all the rights, obligations, liabilities and responsibilities of the parties thereto, shall be governed by and interpreted in accordance with the laws of the Commonwealth of Virginia.
PROHIBITED ACTIVITIES
You may not access or use the Site for any purpose other than that for which we make the Site available. The Site may not be used in connection with any commercial endeavors except those that are specifically endorsed or approved by us.
WITHOUT LIMITING ANY OTHER PROVISION OF THESE TERMS AND CONDITIONS, IN OUR SOLE DISCRETION WE RESERVE THE RIGHT TO DENY ACCESS TO AND USE OF THE SITE (INCLUDING BLOCKING CERTAIN IP ADDRESSES), TO ANY PERSON FOR ANY REASON OR FOR NO REASON WITHOUT NOTICE OR LIABILITY.
LEGAL EXPENSES
In the event a legal action is commenced relating to Blackburn Tactical and/or the Service, then the substantially prevailing litigant will be entitled to receive judgment for and collect from the non-prevailing litigant reasonable attorney’s fees and costs incurred in such action, including subsequent appeals and collections actions.
GOVERNING LAW AND FORUM SELECTION
This Agreement and all rights and obligations hereunder will be construed and governed under the laws of the Commonwealth of Virginia (without giving effect to principles of conflicts of laws). Any action to enforce this Agreement will be brought and litigated in the Courts located in Prince William County, Virginia.
SEVERABILITY
Should any term or provision of this Agreement be found by a court of competent jurisdiction to be invalid, illegal, or unenforceable, the remaining terms and provisions of this Agreement will not be affected or impaired. Upon such a determination, that term or provision will be read so as to effect the original intent of the Parties as nearly as possible.
