As a home-based business, Prince William County restricts Blackburn Tactical's hours of operations to the public.

Yes, all payments and terms of sale between the buyer and seller will need to be managed by the buyer and seller, exclusively. Blackburn Tactical will not engage in any monetary exchange or validation of terms between the buyer and seller.

Transfer process after buyer due diligence:

Note to buyers, please complete your own due diligence with the seller. Once both the buyer and seller agree on the transaction, the buyer should inspect the firearm(s) at an agreed upon location prior to any FFL involvement. Blackburn Tactical will only verify that the firearm(s) was/were not identified as lost or stolen by the Virginia State Police.

Process after buyer due diligence:

  • 1. The seller schedules an appointment with Blackburn Tactical to drop off the firearm(s) and pay a $25 lost/stolen firearm(s) verification fee to accept the firearm(s) from the seller and to conduct a lost/stolen firearm(s) check with the Virginia State Police (the seller will need to sign a form).
  • 2. If the firearm(s) is/are "clean," Blackburn Tactical will accept possession of the firearm(s) and store the firearm(s) for transfer to the buyer. Blackburn Tactical will then capture pictures of the firearm(s) for the buyer to virtually inspect. The buyer should make direct payment to the seller at this time. Once the seller verifies payment has been made, the buyer will schedule a transfer appointment with Blackburn Tactical. If the firearm(s) is/are reported lost/stolen, the seller should expect a visit from an awesome state or local representative and the buyer should begin shopping around.
  • 3. The buyer schedules a transfer appointment with Blackburn Tactical and completes the standard firearm(s) transfer process with associated transfer fees.

Yes, Blackburn Tactical maintains property and liability insurance for the premises and your firearms in our possession awaiting transfer or under repair.

 

  1. Add the firearm to your cart.
  2. Upon checkout, select "FLAT RATE SHIPPING" to have the firearm shipped to Blackburn Tactical.
  3. When the firearm is delivered to Blackburn Tactical, & the firearm has been thoroughly functions checked & verified by Blackburn Tactical, you will be contacted to confirm a transfer appointment. Please do not request a transfer appointment before Blackburn Tactical receives, verifies, & function checks the firearm. If there are any immediate issues found with the firearm, Blackburn Tactical will initiate a return/exchange for you.
  4. Once a transfer appointment is confirmed, during the transfer appointment, you will need to complete an ATF form 4473 & a Virginia State Police form SP-65
  5. Blackburn Tactical will receive an initial response from VSP/FBI -- "approved/proceed," delayed," or "denied"
  • If "approved/proceed," the firearm will be made available to you for inspection & final delivery
  • If "delayed," the firearm will remain under Blackburn Tactical custody until a final response is received by VSP/FBI, you will leave Blackburn Tactical & you will be contacted to return to Blackburn Tactical if a "proceed" is later received from VSP/FBI
  • If "denied," the firearm will remain in Blackburn Tactical custody & your initial purchase price less the applicable transfer fee will be refunded to the original payment method used (i.e. honorably discharged veteran purchases a firearm for $500, but received a "denied" response from VSP/FBI--Blackburn Tactical will refund the customer $475 ($500 purchase price less $25 applicable transfer fee)

  2. Upon checkout, select "FLAT RATE SHIPPING" to have the firearm shipped to the FFL of your choice
  3. Use the FFL Locator to select the FFL where you would like the firearm to be shipped
  4. Confirm the FFL & proceed with checkout

 

 

  • Blackburn Tactical will charge you a 25% restocking fee based on the sale price of the firearm. This fee will be deducted from the refund of your firearm. Refunds will be issued to the original payment method.

 

 

  • Send Blackburn Tactical a message through the Contact Us page & we'll try to find a distributor that has the firearm in-stock.

 

 

  • No, there are plenty of fast-food chains & gas stations within a 5-minute drive from the business. Please try to plan accordingly or wear a diaper.

 

 

  • I use paper 4473 forms to ensure maximum PII security and privacy. I've been in IT long enough to know that anything online isn't really as secure as companies portray.

 

 

  • There are many factors that will affect logistics, so it is nearly impossible to have a guaranteed timeframe:
  1. The distributor's shipping schedule
  2. The shipping vendor's schedule
  3. Firearm inspection, verification, & functions check
  4. Scheduling a transfer time slot
  5. Background check backlog with VSP/FBI
  • Blackburn Tactical will make sure that your firearm delivery is priority. As soon as the firearm is received, it will go through the inspection & verification process. As a home-based business, the expectation is that Blackburn Tactical will treat & respect your time & patience, as we would expect from a retailer.

 

After an FFL transfers the firearm to you, it is considered industry wide as used, even if it has never been fired. You will need to initiate a warranty claim with the manufacturer.

A refund of the sale price will be issued, less the cost of the applicable transfer fee, background check, & restocking fee of 25% of the value of the firearm.

Although we cannot prevent every possible crime, we have security in-place to mitigate & deter crime. By the time you pull into the driveway & step out of your vehicle, you have already been recorded by several cloud-backed cameras. In addition, Blackburn Tactical is a member of the Prince William County Police Department business watch program. Finally, our neighbors are awesome people & we lookout for each other.

 

  • I'm a decorated veteran & concealed handgun permit holder, does this apply to me?
    • Yes, as a Federal Firearms Licensee, at any time during the sales/service process up until physically disposing the firearm to a business, agency, entity, or person, Blackburn Tactical has the right to deny sales/service for any reason other than discrimination of a federally protected class.

  2. Purchase the NFA item and select "FLAT RATE SHIPPING" to have it shipped to Blackburn Tactical for storage.
    • Once the NFA item is delivered to Blackburn Tactical, we will inspect the item and capture the serial number for the ATF-required vetting process.
  3. After delivery to Blackburn Tactical, you will need to schedule an appointment with Blackburn Tactical to:
    • Create a digital fingerprint file (EFT) at Blackburn Tactical (You will get to keep the file for future use)
      • Only needed if you do not already have an EFT available for use
    • Take a digital passport-style photo
    • Complete the electronic ATF Form 4
      • This includes certifying the electronic submission with the pin you created on step 1
    • --If Trust-- Provide all Required Trust documentation
    • Pay the ATF Tax Stamp Fee of $205 (Cash, Venmo, Zelle, or Credit Card)
