- Yes, all payments and terms of sale between the buyer and seller will need to be handled by the buyer and seller directly. Blackburn Tactical will not engage in any monetary exchange or validation of terms between the buyer and seller.
- Note to buyers, please complete your own due diligence with the seller. Blackburn Tactical will only verify that the firearm was not identified as lost or stolen by the Virginia State Police. Process:
- 1. The seller schedules an appointment with Blackburn Tactical to accept the firearm from the seller and conduct a lost/stolen firearm check with the Virginia State Police (the seller will need to sign a form).
- 2. If the firearm is "clean," Blackburn Tactical will accept possession of the firearm and store the firearm for transfer to the buyer.
- 3. The buyer schedules a transfer appointment with Blackburn Tactical and completes the standard firearm transfer process.
Yes, Blackburn Tactical maintains property and liability insurance for the premises and your firearms in our possession awaiting transfer or under repair.

- Upon checkout, select "LOCAL PICKUP" to have the firearm shipped to Blackburn Tactical.
- When the firearm is delivered to Blackburn Tactical, & the firearm has been thoroughly functions checked & verified by Blackburn Tactical, you will be contacted to confirm a transfer appointment. Please do not request a transfer appointment before Blackburn Tactical receives, verifies, & function checks the firearm. If there are any immediate issues found with the firearm, Blackburn Tactical will initiate a return/exchange for you.
- Once a transfer appointment is confirmed, during the transfer appointment, you will need to complete an ATF form 4473 & a Virginia State Police form SP-65
- Blackburn Tactical will receive an initial response from VSP/FBI -- "approved/proceed," delayed," or "denied"
- If "approved/proceed," the firearm will be made available to you for inspection & final delivery
- If "delayed," the firearm will remain under Blackburn Tactical custody until a final response is received by VSP/FBI, you will leave Blackburn Tactical & you will be contacted to return to Blackburn Tactical if a "proceed" is later received from VSP/FBI
- If "denied," the firearm will remain in Blackburn Tactical custody & your initial purchase price less the applicable transfer fee will be refunded to the original payment method used (i.e. honorably discharged veteran purchases a firearm for $500, but received a "denied" response from VSP/FBI--Blackburn Tactical will refund the customer $475 ($500 purchase price less $25 applicable transfer fee)

- Blackburn Tactical will charge you a 25% restocking fee based on the sale price of the firearm. This fee will be deducted from the refund of your firearm. Refunds will be issued to the original payment method.

- There are many factors that will affect logistics, so it is nearly impossible to have a guaranteed timeframe:
- The distributor's shipping schedule
- The shipping vendor's schedule
- Firearm inspection, verification, & functions check
- Scheduling a transfer time slot
- Background check backlog with VSP/FBI
- Blackburn Tactical will make sure that your firearm delivery is priority. As soon as the firearm is received, it will go through the inspection & verification process. As a home-based business, the expectation is that Blackburn Tactical will treat & respect your time & patience, as we would expect from a retailer.
After an FFL transfers the firearm to you, it is considered industry wide as used, even if it has never been fired. You will need to initiate a warranty claim with the manufacturer.
A refund of the sale price will be issued, less the cost of the applicable transfer fee, background check, & restocking fee of 25% of the value of the firearm.
Although we cannot prevent every possible crime, we have security in-place to mitigate & deter crime. By the time you pull into the driveway & step out of your vehicle, you have already been recorded by several cloud-backed cameras. In addition, Blackburn Tactical is a member of the Prince William County Police Department business watch program. Finally, our neighbors are awesome people & we lookout for each other.
